Multi-State Poker Agreement on the Horizon

As online gaming options expand, Pennsylvania is making deliberate moves toward integrating with a larger gaming framework. Recently, state regulators moved closer to launching multi-state poker when they unanimously approved negotiations to enter the Multi-State Internet Gaming Agreement (MSIGA).

Pennsylvania Gaming Control Board’s Executive Director, Kevin O’Toole, played a key role in this development by asking the board to move forward with negotiations. This strategy comes in response to a letter from Governor Josh Shapiro urging the board to pursue MSIGA membership. The groundwork for such agreements was laid by the Pennsylvania Race Horse Development and Gaming Act of 2004, which permits joining multi-state compacts like MSIGA.

Legislative Considerations

The formal request to join the MSIGA was propelled by HB 2078, introduced by Representative George Dunbar in March. With the board’s approval in hand, the focus now shifts to the legislative process. Key sessions are scheduled for November, where both the House and Senate will meet to discuss and potentially pass the legislation. If successful, Pennsylvania will join a select group of states, including Nevada, Delaware, Michigan, New Jersey, and West Virginia in the online poker agreement.

The significance of these developments cannot be overstated. Operators already facilitating online poker within Pennsylvania would not require additional approvals from the PGCB to offer multi-state platforms, thereby allowing a seamless transition into a broader player pool. This expansion into multi-state online poker has the potential to revitalize the market, pool player resources, and enhance overall revenues.
